What is the point of being on a server and not being in a channel?

That would be a good thing for the future, I have seen a few post asking about it..

Too big of a server. Is there some time of mod (linux server)

Is there a way to force join someone into a channel if they have been idleing in no channel for say 10 seconds?

Is it to ban access to all channels except for 3 of them?
