just a short curious question: is there any difference between svsmode and svs2mode commands?

I'm assuming you're referring to a specific service. I've no clue, but for the people who might have a clue you should specify what services :)

Yes. SVS2MODE passes the usermode change to the user that is affected (iow he sees the change), while SVSMODE doesn't (iow he doesn't see the change).

anope has these commands implemented, but they're built in unreal itself as far as i know from /helpop svscmds

What's anope got to do with the price of fish in this case? All anope, or any other Services package is take input, use appropriate ircd commands to get an output.

For example (even if it's not too practical..) - I could write an anope module hooking into operserv that took /msg operserv WIBBLE james, and SVS2MODE me +r

What I'm saying is whether Anope has those commands or not has no bearing on ANYTHING. They are an ircd feature.
