While dealing with trolls sometime, there are a lot that bring other friends to troll together or a possible botflood.
So, is there a mode or some kind that I can temporarily place so that it stops all connections made into the server? not the whole network just one of the servers.

If you are running Anope services, you can use the DefCon system to achieve that. If the services are configured accordingly for some DefCon level and you switch to that level, then they will add an AKILL (and thefore a K:Line) for every new client that connects, until you switch to "normal" DefCon level.
Other than that, I don't see some setting to do this "online" with the ircd itself. (You could of course add a "ban ip" block or even comment out the listen block, and then /rehash, provided you have access to the ircd's box.)

Problem with the second idea is that, unless I'm wrong, listeners aren't actually destroyed until the last user that's on that port disconnects. Meaning that others can keep connecting.
