i get troubels if i want to start unreal

i get troubels if i want to start unreal

he give a problem but the problem is weird i am a n00b in making a irc server ore linking :P
so this is the prblem:
* Loading IRCd configuration ..
[error] Unable to create file 'tmp/84C55575.commands.dll': Permission denied
* unrealircd.conf:2: loadmodule modules/commands.dll: failed to load: Kan opgegeven module niet vinden.

[error] IRCd configuration failed to load
