Yeah, How do you disable +q in IRCd ?

If you mean usermode +q, you can't. Don't give them that oper flag.
If you mean the channel usermode +q, as in, channel founder, you can't.
If you mean the prefix on +q for channel founder, recompile, and answer NO to PREFIX_AQ.
