If the question was more "what permissions should I give my opers" rather than "what permissions are granted with each privilege level" - well, unfortunatly there's no clear-cut answer to that. The oper block documentation that was given to you via the link in the post above this one will help you to decide, but the decision is yours, eventually.
Now, obviously the person(s) overall in charge of your network would be netadmin(s), and people running individual servers would be admins. Everyone else would be a global or local operator. My suggestion is to make your opers local first (thus limiting damage done if they abuse their privileges, in which case you should remove aforementioned privileges), and only make them global operators if you really need to or if they prove their worth. But that's just my opinion on the matter. You'll find that different networks will have their own policies on this because, as I mentioned, this issue is rather subjective.
