tkl exception for a nick

is somehow possible to ban *!*@some.net and then give an exception for only one nick![email protected]?

i'd like to use it with nickserv (so if someone from the net used the protected nick and ident, nickserv would change it [identify timeout] and after it, the user would be immediately disconnected - as changed nick is not protected anymore and comes from a banned address)

That's not possible.

Use allow blocks with passwords or add a module to your services to do that (like ns_require on anope).
