If you're using the latest version of UnrealIRCd then it automatically gets it's time from an NTP server on startup.

To find out version you're using type /raw version or /quote version and look for something like:
Unreal3.2.5. bravo.invictachat.co.uk FinWXOoZE [*=2308]

That was just your services server changing the Time offset for one of your servers. It is possible that that may have something to do with your problems or it could be the sollution.
