+a`ed user can be kicked only by +q`ed (we don't talk about opers/U:Lined entities)

Ok there are 5 main channel status modes for users on a channel:
+v (+) Voiced (Means you can talk in a channel that has +m set)
+h (%) Half Op (Allows you to set a few channel modes and kick and ban users but NOT @ users or higher)
+o (@) Channel Op (regular channel op)
+a (&) Channel Admin/Protected Op (Can do everything a @ can but cannot be kicked by other &'s and cannot +a anyone)
+q (~) Channel Owner (Can do anything on the channel)

If you use /helpop ?chmodes you can see which modes each status can set and unset.

If anyone would like to expand upon that feel free.

On a side note user mode +q and channel mode + q are not the same (obviously) and any user with user mode +q cannot be kicked by any channel op unless the channel op is either a services bot or an oper with usermode +a (services admin flag)
