No outside Connection??

As it states I have done everything correct I can connect fine with localhost and my other internal IP's

Win XP SP2 and I do have 6667 6697 exceptioned from the firewall.

Router is forwarded to accept these connections yet not started:

*Connecting to 67.102.28.66 (6667)
-
* Unable to connect to server (Connection refused)

lol, Fixed. Found problem ALWAYS DOES THIS!!

What do you mean it always does that??? I have the same problem, I can connect locally but not over the internet, have checked the firewall settings and port forwarding and everything looks fine and the config file allows from all hosts :S
