/names and +u channel mode

I was just wondering if there is a oper mode or somthing i can add in the
oper block so that if i want my channel to be +u i can do /names <channel>
with out being op of the channel and still see the names

Currently not that I know of, unless you try /names <channel> while not on the channel.
