MAXCONNECTIONS Startup Error, tried everything....

Hey all, when I start unreal, in the bootup screen it gives me this:

The OS enforces a limit on max open files
Hard Limit: 768 MAXCONNECTIONS: 1024
Fix MAXCONNECTIONS

I have edited the config.settings file to reflect 768 and have also edited the config.h file. Neither seemed to do any good.

Which file is Unreal reading this from? Thanks!
