Why would you need to?
You're better off compiling as the user you intend to run UnrealIRCd as.
There's nothing in the compile process that needs root privs.
As for one good reason not to compile as root: the nightmare of making sure you got the file ownership and permissions right afterwards.
Not to mention you should NOT run or compile UnrealIRCd as root anyway.
