Is there a way to prevent Opers from killing opers?

No. For the simple reason opers shouldn't be killing each other at the first place. If they do, they shouldn't be an oper.

Ill second what Casper said. Anyone you employ as an oper should be trusted enough not to do anything you don't want them to do. If you dont trust them not to do something, why would you give them power to do it to begin with?
