is it possible to have more chan owner with ~ in front of nick? Searched in forum but havent found.

Technically spoken, yes. It's wheter you set your services to allow it.

/mode #channel +q $nickname

If you use Anope Services and it seems that the services are blocking it, you might want to try /cs set #channel securefounder off.

What this Secureowner is doing? Yes i use anope, i can set /mode +q sure, but autoowner when this nick joins also works for more than 1 user?

Securefounder makes sure there can't be given any +q to anyone besides the founder (/cs info #channel). To add more than one founder, look here for the module which adds access level 999 and works like "co-owner". Please note that the module only works on Anope 1.7.17/18/21/23.
