Problem with commands.dll??

Error message upon trying to run unreal on a windows machine:

* unrealircd.conf:1: loadmodule commands.dll: failed to load: %1 is not a valid Win32 application.
[error] IRCd configuration failed to load

I tried searching the forums but i dont think this has come up before.
