Targeting users with specific modes to Kill/Zline/Kick/Ban

I was trying to find a solution to this (if any) with no success so far i am afraid.

Is there a way to target, for example non +R users on the server, and execute a kill/zline/kick from a channel command?

Sorry, but no. If you only want to allow specific people to be on your server, checkout the documentation on the allow block.
