Missing DLL - Msvcr70d.dll

I might be an idiot or something.... but any idea why it is looking for this file? Furthermore, after research i find out this is a Dev Dll... not sure what is up.

That file should have been downloaded automatically by the installer.

MSVCR70D.DLL = Microsoft Visual C++ Runtime 7.0 Debug DLL
