Here is the problem:
After the connect the difference between the time shown on /whois('signed on...') and server's reply to '/time' is 7 hours. '/time' shows the correct time.
And here:
(15:00:15) -irc.***.ru- *** K:Line added for *@10.0.0.0 on Sat Jul 17 18:02:58 2004 GMT
What is wrong?

There is nothing wrong. One is GMT, one is local time.

Travel to London with your ircd, the local time there is the same as GMT.

Unrelated *grin*, but London is GMT+1 at the moment (daylight savings!).
And yeah, this is just how stuff works, using local time everywhere would be very annoying :).
