Spam protection

I'm currently using Anope services and for the past few days I've been trying to turn off the spam protection.
When mass people speak it sets +M (noone can speak for 10 secs)
When mass people join it sets +R (noone can join for 10 secs)
When someone floods/repeats it kicks/bans them.
Is there a way to turn them off?

Is defcon set on level 5 or something?

/OS DEFCON 1

To make sure its off (level 1)

Um... no... with Anope, defcon 1 is maximum antiflood/etc, and defcon 5 is off.

The problem is nothing to do with Anope though. Likely the channel is set +f (flood proection), in which case the channel operator(s) wanted this enabled.

(03:19pm) -OperServ- The Defcon system must be enabled in the services.conf file

how do i enable it? I tried removing all the #'s from infront of the command parametres and then reloading services.
