I have a feeling that you are always ignoring the existence of the FAQ. The cloak-key problem could have already been solved if you had read the answer of question #20.
How did you start it before? Because you could. I think you should do the same. Or if Unreal starts, but nothing else happens, then most likely you have installed Unreal as a service. If that's the problem, I'm suggesting the FAQ again (question #9).
(By the way I removed my previous post, because it came into my mind that you aren't using Windows, sorry.)

I'm not an expert of Windows, but I've never installed Unreal as a service, and I usually run wircd.exe. I guess unreal.exe only makes sense if Unreal is istalled as a service, but I'm not sure.
And about the "unable to resolve" problem: if you don't know how domain names work, you should immediately stop using Unreal and read a documentation about domain names, because basic networking knowledge is required to use Unreal. And while you don't have a registered domain name, use an IP address to connect to your server. You can type "localhost" or "127.0.0.1" if the server is run on the same host.
