i keeep getting the following error no matter what ip i put into the p line
still trys to bind to 0.0.0.0 ???

Error binding stream socket to IP 0.0.0.0 port 6667 - irc.Torrentfilez.com[]:Address already in use

Unreal hasn't had a P:line for several years now. You are apparently running an VERY old version for which support is not provided. Upgrade to 3.2.1.
