What flags does the flag "netadmin" give an oper?

I'm not stupid. I looked there first it only says:

Makes you a Network Admin

What flags does it give you?

I have to point out, some of the things granted to netadmins are not listed in the documentation. I think I posted them somewhere else, but since I can't remember where, I'll just list them here. Feel free to correct me where necessary.
  • NetAdmins can kick, kill, deowner, deadmin, deop, dehalfop, or devoice Network Services (usermode +S - usually the BotServ bots), assuming that admin passes the normal channel validation (except for kill which has no extra validation that the netadmin needs to pass) or have can_override.
  • Some 3rd-party modules give netadmins extra powers not available to other ircop levels. AngryWolf's netadmins module, for example, protects netadmins from (A)KILL/*LINE/TKL messages except those from U:Lines.
  • Currently there's a bug(?) (I already reported it.) that allows a netadmin opped on a channel to set himself +q or +a even when the IRCd is compiled without OperOverride. codemastr says this predated can_override, so it's independent of that flag. Whether it'll be fixed, I don't know.
  • Netadmins can override usermode +q (can't be kicked except by U:Lines) silently, though they must still pass channel privilege validation (or have can_override).

Is that right?

Each level includes the previous levels (something i dislike) and from what i remember, they plan on making helpop reliant on global/local op. (also an idea i dislike :p)
