New Problem:
[Oct 02 01:51:29 2004] Anope 1.7.3 (compiled for UnrealIRCd 3.1.1+) starting up
I am able to connect to that IP by using a client, but somehow, services won't go through.

First of all, are you aware of a 1.
7.3 for Win32?
Second, remove the # from that line - # denotes a comment and makes everything after it (up to the newline) ignored by the config parser.
