I think CSOpersOnly in services.conf should do that...

but if i want to let them use other services of cs how can i do? i want only to limit the registering

One word. Module.

http://modules.anope.org/modules.php?op=details&id=25 should do the trick.

Note: The server modules.anope.org is hosted on is going through some rough stuff, so if it's down, apologies.

there is only one problem it doesn't work with my version of Anope that is 1.7.3.... it is made for the older one...

what can i do?

edit: for more information ---> i have 1.7.5 develop and it's for windows

Well, it should work, most modules with with all other versions. Secondly, I am unsure of where you got 1.7.5 for windows from, as there is no such thing.

maybe it's the 1.7.3 anyway it seems not working any module....

Well, as it's windows, you need to either compile the modules yourself (details can be found here) or download one of the pre-compiled ones (details can be found here)

I have downloaded a new copy of Anope 1.7.3 from one of the link you provided and have reinstalled anope on new folder, then I have downloaded the component for windows and now it works.
