or allow only ircopsFirstly, I suggest you be a bit more polite, you'll stand more of a chance of getting help. Writing in all capitals is considered shouting, and very rude, especially when you need help.
Secondly, 3.2.1 is an old version, and is therefore no longer supported. You can read the FAQ about why it is no longer supported.
Thirdly, You can write a module to disable things you don't want. There are a few docs out there on how to write modules, there may even be a module already coded.

And this is completely useless too... I can detect your unreal version within ~15 seconds, I even wrote an app for it (for those nice guys that change their /version to 'TehLeetIRCd' or indeed... block it).
In fact, in most cases I (and anyone else) can detect it within 0.00001s.. amazing.. really... zero-zero-two rox.
