set mode +r to USER

now, if i have U:Line(thx. to AngryWolf), i can `register` chans (/mode #chan +r), but how i can `register` user (/mode nick +r) ?

All you need to do is get a proper services package. Playing with modules what do such things can easily crash Unreal or cause some problems.
