How to Ban all Proxies from Server

Hi, ok i got it, i'm hacing alittle problem though, i try loading it i went into bopm.log and it comes up [Dec 26 01:44:15 2004] MAIN -> BOPM 3.1.2 started.

[Dec 26 01:44:15 2004] CONFIG -> Loading /cygdrive/c/BOPM/etc/bopm.conf
[Dec 26 01:44:15 2004] IRC -> firedns_resolveip4("THE.NAME.OF.THE.SERVER.com"): Connection reset by peer
How can i resolve this problem ? and also how to add alist of unwanted proxies so that the proxies don't get access to my server.
