Hm... well checking my servers I can give u an example of what 85 users does on a server. One of my canadian servers has only 85 users and it's current stats are...

Average Out: 9072.0 bps (0.6%) Current Out: 14.4 kbps (1.0%).

So... my estimates, for a 85 user server, is about 15kbps.
