how do i put my server on the internet so users can join???

you need a domain or subdomain, so redirect to ip server

How to let people connect to your server in 5 easy steps. If you can't figure these steps out, you should not be running an IRC server.
  1. Go to http://www.no-ip.org
  2. Register an account
  3. Get a DNS name that points to your IP
  4. If you have a router, configure its port forwarding
  5. Tell users to connect to the DNS name you got from no-ip.org
