Create Channel

big up to unrealircd :

so i own a ircd (Unreal3.2)
and,
i ASK

if is possible, just is irc operator who create channel, and not allowed other user to create channel

I think I understand what you want.

If you want to make it so only opers can create channels, but still have normal users join, there is a module on http://www.x-tab.org/~ircd/ called m_opersonlyjoin that does just that. The file contains both the win32 DLL and the source file.
