windows crash

hi, i downloaded the latest unrealircd version for win32 available on the web (installer). it installs ok and the config is correct. problem is, when i run it, it just crashes. i had to manually download dbgdll and vc7dll (i haven't got internet on the computer i installed it) and ie6 sp1 installed. I run an amd 700 cpu, with 512 mb ram and windows 98 se. The error i get is in spanish, but a rough translation would be: Error while attempting to access a kernel32.dll module. Why could this be?

Windows 98 is not a supported OS (in fact, it isn't a server OS at all)...
