I have had a bug with IRC Servies UNBAN feature where if I'm opered and have a host with say netadmin.street-creed.com and There is a ban placed on *!*@FirstOctet.*
Chanserv's UNBAN will not remove my ban. I thought it was a IRC Services bug and so I posted it on their mailing list and got this response:

You're using Unreal, yes? I looked into the problem, and it seems
that Unreal is applying bans based on client IP address as well as real and
fake hostmasks. The problem with this is that the Unreal protocol doesn't
send client IP addresses to other servers (Services included), so Services
doesn't have any way to tell whether a given ban will match a client's IP
address. In short, you're SOL unless you can switch to another ircd. I'll
note this in the FAQ for the next release.

This has been reported on http://bugs.unrealircd.org an hour ago or so (bugreport #0001742).
This is indeed because we haven't implemented NICKIP yet (see feature request #0000605), this might get implemented about a few months.
