modes on connect & ban ident

1.
how must be unrealircd.conf to be set up for the oper to gain a "-" usermode on oper? i mean not globally for all opers, only for one. i've tried to put a mode line in the oper block but it only worked with a previous "+" umode. for example +W-p. the -p mode alone didn't work.

2. can i add shun/gline to an ident on the fly without editing the config file?
something like gline *ident@*

You can only ADD usermodes, - is not possible

1. set::modes-on-oper allows for +-, so i dont know why this doesnt :/
