Forbidden Files What is that all about?

Hello , i'm running Unreal3.2 and i have one of my server guys saying he can't share any of his files. he get's this error "*** You are blocked from sending files as you have tried to send a forbidden file - reconnect to regain ability to send". This is the first place i thought of asking maybe someone will know where i can go to get help if i can't here. Thank you for ur time.

A previous dcc send from you matched a spamfilter with the DCCBLOCK action.
