How to fix (services.conf: ServicesRoot missing) anope-1.6.4

How to fix (services.conf: ServicesRoot missing) anope-1.6.4

I believe i have done everything correctly, however when i run i get services.conf: ServicesRoot missing

Does anyone know what this means ?

uncomment "ServicesRoot" in services.conf
