Global Server???

Does anyone know how to make my server global so anyone can access it without network program like hamachi?

Set up the irc server on a shell account. Find a decent provider, pay a monthly fee, and you have yourself an (almost) permanent irc server.
Computers are machines that cause trouble you wouldn't normally have if you wouldn't have a computer.
