Module Request: Users without SSL

I am wondering if someone can write a module that will show all users NOT using SSL. Such as, any ircop can type /nossl, and the server will list all the users not using SSL.

/who -m +z

Should list all users without user mode +z set. But this is only available to IRC Ops. Non-IRCops can only use o/C/A/a/N in the place of z
