Does anyone know if this exists?

Use the +O (oper only) channel mode. There is not helpop only channel mode because every oper needs to be at least a local oper.

Services like Anope give user mode +h to users who get auto opped by ChanServ in whatever channel ou specify as the network help channel in the Anope config file.
