global notice and local notice

with what way must add globalnotice and localnotice first the global and after the local ...
my problem is the ircopers cant see the global notices in the server
so with what way i must add notice flags?

globalnotice and localnotice are permissions to send /notice $local.server.mask and /notice $non.local.server.mask notices.

If the global notices you think they should receive are things like connection notices etc... then you need to look at snomasks (server notice masks)
