samode cmds not work for anyone beside netadmins

I got a problem with the configs of our IRC network. None of our IRCop and everything lower than netadmin can use sa* cmds even if can_override is active for them.
Our layout is star like to a main hub, on one of our leaf servers we have all oline for security reasons and only there. Is this a problem? Ops are all global and should be able to use sa*, or am I wrong?

Only opers with services-admin or netadmin flags can use /sa* commands. can_override has NOTHING to do with /sa* commands at all. And in case you didn't know, the "sa" means services admin.

Can I make someone services admin and hide this ability and only show IRCop status?

You can hide that he/she is an IRC oper completely (using user mode +H) but not hide one level and show that he/she is a lower level.
