in http://www.vulnscan.org/UnrealIRCd/faq/ it told me to read the readme file to figure out what to do after extracting/ how to config

Exept i see NO readme file at all

You mean to say you can't see the file named "README" in upper case?

i cant see it in uppercase or lowercase
