in
http://www.vulnscan.org/UnrealIRCd/faq/ it told me to read the readme file to figure out what to do after extracting/ how to config
Exept i see NO readme file at all

You mean to say you can't see the file named "README" in upper case?

Well in the .tar.gz package that can be downloaded from
http://www.unrealircd.com it IS there.
