Issues with allowed-nickchars

Okay, I set the set::allowed-nickchars directive to include the turkish character set. However, it worked briefly, and now, my users are getting "Illegal Characters" in the nicknames.

Am I missing something?

Here is a brief description of what it looks like:
set {
allowed-nickchars { turkish; };
};

I got no errors on the /rehash. Why does this not work? Am I missing something key? Any assistance is gratefully accepted.

Do I need to restart the server for this to completely take effect?
