Changed to banned nick = kline?

Is there any way to automatically ban a user once their nick is changed to a specific blacklisted nick?
I have a problem with a banned user hoping on (through whatever method, since I've pretty much got tor and a lot of other proxies filtered) as a different nick, using that for a while, then changing it to his original nick, just to flaunt that he was able to get on.

What I would like to do besides just setting a nick ban (qline) for that nick, is somehow get the server to automatically kline (or whatever) the users hostmask.

Anyone know if this is possible?
