Hide from /whois

Hello, this might sound like a newbie/stupid quest but i wonder if there is by any chance possible to hide both the server IP and the users IP that got /whois:d?

only IRCops can see a users IP in a /whois. All others are cloaked unless the user sets umode -x Unreal currently has no HIS (Head in Sand) settings, the only servers that are hidden AFAIK are U:Lined servers.
