Please explain these hooks: Spying?

I came to this site ( http://wrongway.org/?unrealmodules ) by chance and read the post about ADVISORY: How to tell if your Unrealircd network is spying on you:
I'm not sure about it but it seems that his post is relevant, and being the owner of my network i quickly check the ircd and saw these hooks:

i know a lot of people will read the post about http://wrongway.org/?unrealmodules so i don't want to make people think that my network spooked user PM. So could anyone please tell me what he says is right or wrong and if so, which module is making that hook.

You appear to have also missed the part that says

Note: Some modules may hook private messages or channel messages but may still not be explicitly spying on you, for example the module may be preventing a specific type of spam or something. If you see these hooks in place, you should consult the network administrator as to their specific purpose, and judge for yourself.

The callerid and securequery modules hook private messages because both modules restrict sending and receiving them.
