Idk what that Server Status Window is called, its not showin

that window doesnt show up for me

it did BEFORE i reinstalled my machine, but after I did, its not showin any more

Windows 7 Ultiamte x64 Service Pack 1

all Windows Updates are installed

wircd.exe is running and my services.log doesnt have any errors

how do i fix this?
am i missing a visual C++ install or something?

also: i only have .net 4 is that is a problem, should I install 3.0+?

It's NOT installed as a service, that's why I was like: wtf? Y U NO SHOW xD
