Other than that, for Anope you can set an exception to allow unlimited clones from *@*, and then it's just a simple point of not using allow::maxperip.
Want you are looking for is session limiting. To allow unlimited clones, comment out the LimitSessions directive in the Anope configuration, and you are ready. well i change the LimitSessions fron anope conf but unreal server stop the clones to with the reason "Too many connections from your IP"
